How to make a Disclosure and Barring Service (DBS) application

A Disclosure and Barring Service (DBS) records check certificate is required with all new driver applications. It is then needed every six months.

If you are an existing driver, please email us requesting a DBS login. If you are a new driver, submit your new driver application by email to licensing@north-norfolk.gov.uk. Please send all pages in one PDF document if possible.

Pay for your application

Cost

An enhanced DBS check costs £51.80 (£40.00 + £9.80 administration fee + £2.00 VAT).

From 2 December 2024, an enhanced DBS check will cost £65.70 (£49.50 + £13.50 administration fee + £2.70 VAT).

How to pay

You can pay by credit or debit card. Alternatively, you can provide us with a cheque made out to NNDC when you complete your identity check.

We cannot submit your application until you have completed the payment.

Submit your application

Our online application service is provided by United Medicare Limited. Please note Internet Explorer or Firefox are fully supported, however, you may experience difficulties if using other browsers.

1. Login to the UCRB portal using the login details you have been given
2. Enter your details
3. Use the candidate user guide to help you complete the form
4. Complete the online form within 30 days

If you do not complete your application within 30 days, it will be withdrawn, and you will need to restart the process.

Verify your identity

We need to check original identification documents for all DBS applications. We hold regular driver drop-in sessions for DBS identity checks on most Tuesdays and Thursdays between 12pm and 2pm. Please contact us on 01263 516189 to find out when you can visit the Council offices for us to complete this check.

Track your application

Visit the disclosure and barring service to track the progress of your DBS application. You must enter your DBS application reference number and date of birth. Timescales for a DBS application can vary.

Disclosure certificate

The DBS will issue one copy of the disclosure certificate, which will be sent directly to you as the applicant. You must bring your certificate to the North Norfolk District Council offices and give us permission to take a copy.

We can only issue your licence once we have seen a copy of your current DBS disclosure.

DBS update service

The DBS update service means your DBS can be kept up to date and, as long as it is renewed each year, you will not need to apply for a new DBS certificate. It costs £13.00 per year, and you must register within 30 days from the date of your DBS certificate. We encourage you to sign up to avoid needing to reapply.

You can join the update service for standard and enhanced checks as soon as you have your application form reference number. You can request this number when you apply for your DBS check. You can also join the update service with your certificate number when you receive your DBS certificate.

If you are convicted or cautioned after the certificate date, then you will need to apply for a new DBS certificate.

Issuing your licence

We will issue your licence within seven days if no disclosures are listed and the process has been completed. However, if the DBS does list any disclosures, you may be invited to a licensing hearing to explain your case to the Licensing Committee. They will then determine whether your licence should be approved.

Criminal history check

On 1 March 2002, the Exceptions Order to the Rehabilitation of Offenders Act 1974 was changed to include taxi drivers. These exceptions set out the occupations and positions that are exempt from the provisions of the Act. 

This means that as a taxi driver you are in a position of trust, and therefore it may be necessary to see your full criminal history to assess your suitability for a position.

Data protection

The DBS code of practice requires all Registered Bodies to have a written policy on correctly handling and safekeeping disclosure information.
