North Norfolk Local Plan declared sound as examination stage concludes
Date published: 5th November 2025
North Norfolk District Council is pleased to have received the final report from the Planning Inspectorate following the independent examination of the emerging North Norfolk Local Plan. The Planning Inspector has concluded that the Plan is ‘sound’, subject to the incorporation of a number of main modifications set out in an Appendix to the report.
The Local Plan sets out the vision, objectives and strategy for development in North Norfolk over the next fifteen years. It contains policies to guide the determination of planning applications, and it allocates sites for development.
The Inspector’s Report also confirms that the Plan meets the necessary legal compliance tests, paving the way for its anticipated formal adoption by the end of the year. Once adopted, the Local Plan will guide development decisions across North Norfolk through to 2040 (with a national requirement for review every five years).
This marks the formal conclusion of the Local Plan Examination stage, which began following the submission of the draft Plan to the Secretary of State in May 2023. The process has included extensive public engagement and scrutiny, with hearing sessions held between January and March 2024, and in April 2025. A final round of public consultation on the proposed Main Modifications took place during August and September 2025.
Cllr Andrew Brown, Portfolio Holder for Planning & Enforcement, said:
“Receiving the Inspector’s Report marks a major milestone for the Council. It reflects years of dedicated work, evidence gathering, public engagement, and careful, coordinated planning. The conclusion that our Local Plan is sound, subject to modifications, demonstrates our commitment to shaping a sustainable future for our communities and this achievement gives us a strong foundation to manage growth, protect our unique environment, and provide clarity for residents, developers, and stakeholders alike”.
The Council will consider the contents of the Inspector's Report and is expected to decide on whether to adopt the Local Plan at a future Full Council meeting (date to be confirmed).
