Homelessness and Rough Sleeping Strategy 2026-2031 consultation
North Norfolk District Council are consulting on our draft Homelessness and Rough Sleeping Strategy 2026–2031.
The Strategy sets out how North Norfolk District Council will work with partners to prevent homelessness, reduce rough sleeping, improve access to suitable accommodation and support people to stay in their homes.
Local authorities are required to review homelessness in their area and publish a Homelessness Strategy. The Strategy must be reviewed at least every five years to make sure it continues to reflect local needs and challenges.

Our priorities
The Strategy sets out five priorities:
- Prevent homelessness earlier through proactive early help and targeted support
- Reduce reliance on nightly paid temporary accommodation and create faster routes to settled housing
- Prevent and reduce rough sleeping through rapid outreach, targeted support and effective move-on
- Strengthen support, recovery and tenancy sustainment for people with complex needs
- Build a stronger partnership, governance and evidence framework for delivery
The Strategy reflects our commitment to working with partners, communities and people with lived experience of homelessness to improve outcomes for residents across North Norfolk.
Through prevention, early intervention, targeted support and partnership working, we aim to ensure that homelessness is rare, brief and non-recurring across the district.
Why are we consulting?
Homelessness can affect people in different ways and may be linked to financial pressures, relationship breakdown, health needs, domestic abuse, loss of accommodation or difficulties accessing suitable housing.
We want to hear from residents, people with lived experience of homelessness, partner organisations and anyone with an interest in homelessness services in North Norfolk.
Your feedback will help us check whether the proposed priorities reflect local needs and identify anything to add or change before the Strategy and Action Plan are finalised.
How to take part
The consultation will run from 24 September 2026 to 22 October 2026.
Residents and members of the public can share their views by completing the survey. It should take around five minutes to complete.
