North Norfolk District Council is undertaking a statutory review of its Statement of Licensing Policy under the Licensing Act 2003.

Licensing authorities are required by law to publish and periodically review their Statement of Licensing Policy. The policy sets out how the Council will exercise its licensing functions in relation to premises licenses, club premises certificates, and temporary event notices.

This 4 week consultation seeks views on the draft Statement of Licensing Policy. Responses will be considered as part of the statutory review process before the policy is finalised and presented to the Council for a decision.

Why is the consultation taking place?

The purpose of this consultation is to:

  • meet the Council’s statutory duty to consult prescribed bodies and other interested parties; and
  • gather factual feedback on the draft policy document.

This is a technical and regulatory consultation. It is not intended to promote specific outcomes or political viewpoints.

This consultation is taking place during the pre‑election publicity period (formerly known as purdah).

The consultation is proceeding because:

  • it is required by legislation; and
  • it relates to the Council’s ongoing regulatory and service-delivery functions.

The Council has made sure that all consultation materials are objective, factual, and politically neutral, in line with the Code of Recommended Practice on Local Authority Publicity.

This consultation is officer‑led and forms part of the Council’s statutory obligations under the Licensing Act 2003. No political or promotional activity is associated with this consultation.

Who will be consulted?

In accordance with the Licensing Act 2003, the Council is consulting:

  • responsible authorities;
  • license holders;
  • local residents and businesses; and
  • other persons or bodies with an interest in the licensing of premises within the district.

How will responses be used?

All responses received by the closing date will be:

  • recorded;
  • summarised; and
  • reported as part of the policy review process.

Individual responses will not determine the outcome, but will inform the final version of the Statement of Licensing Policy.
