Following the introduction of Civil Parking Enforcement across Norfolk, you may receive a Penalty Charge Notice (PCN) in response to an on-street or off-street contravention (parking offence).

Paying a Penalty Charge Notice

Online

You can pay a Penalty Charge Notice (PCN) using the secure Online Parking System administered by King's Lynn and West Norfolk Borough Council. You will need your Penalty Charge Notice number and vehicle registration.

Pay point

Take the Penalty Charge Notice to your local Post Office or shop that uses this payment method. Please make sure the correct amount is paid, as you will be liable for any outstanding amount should you underpay.

Penalty charge amount

There are two levels of penalty charges depending on the offence. The Penalty Charge Notice you received will identify the payment due.

*If the payment is not made, the amount may be more if the Council has to collect the debt through enforcement agents.

More serious offences, such as obstruction where no parking restrictions in force, will require action by the police.

Non-payment

Non-payment will be treated as a civil debt that could be recovered through an Enforcement Agent.

Parking contraventions

Each PCN will identify the type of contravention. There are all governed by the Traffic Management Act 2004, but there are some differences in the contraventions for on-street and off-street parking as they are governed by differing orders.

Off-street (car park) regulation occurs

For off-street parking, PCNs are issued by the Enforcement Authority under Article 7 of the North Norfolk District Council (Off Street Parking Places), and North Norfolk District Council (Civil Enforcement Off-Street Parking Places) Consolidation Order 2012 as varied. Failure to pay a Penalty Charge is an offence under Article 7 of the Order and Section 35 (4) of the Road Traffic Regulation Act 1984, making the driver of the vehicle liable once convicted to a fine.

Penalty Charge Notices are issued for a variety of reasons, including:

  • no parking ticket on the vehicle
  • an outdated parking ticket
  • an invalid parking ticket for a particular car park
  • a parking ticket that was incorrectly displayed
  • parking in a disabled bay without a valid disabled badge
  • failing to show a valid tax disc

Disagreeing with the charge

The Penalty Charge Notice can not be cancelled or waived through personal conversation or interview with a Civil Enforcement Officer or Council Officer. North Norfolk's enforcement is carried out through partnership working with the Borough Council of King's Lynn and West Norfolk Parking Operations.

Challenges can only be made by using the online Penalty Charges Notice system or in writing (stating the Penalty Charge Notice number) and sent to:

The Borough Council will aim to respond to any correspondence received within 14 days. If your challenge is accepted, the PCN will be cancelled. If your challenge is rejected, the Council usually reinstates the discount period for a further 14 days.

Further action

If you are not satisfied with the response, you need to wait for a Notice to Owner to be issued to the vehicle's registered keeper. Upon receipt, you may then enter a Representation. If your Representation is not upheld, you may then have the opportunity to enter an Appeal to the Traffic Penalty Tribunal. This independent body resolves legal disputes between motorists and civil enforcement authorities.
